MINUTES OF A MEETING OF CHARMOUTH PARISH COUNCILHELD AT THE ELMS ON TUESDAY 18 MARCH 2008

Col Brierley, County Councillor 15 members of the public 2 members of the press 37/08 APOLOGIES Apologies were received from Mrs Bremner (business). 38/08 MINUTES OF THE MEETING HELD ON 19 FEBRUARY 2008 The minutes of the meeting held on 19 February 2008 were approved by Council and signed by the Chairman. 39/08 MATTERS ARISING FROM THE MINUTES 1. Re: 24/08 1. – Mr Hendrick confirmed that the drain would be cameraed now on 25 March. Mr Hendrick stated that if this does not happen, another contractor will be sought. 40/08 REIVEW OF PARKING RESTRICTIONS Mr Hayter sought Council’s approval to move the above item on the agenda to enable members of the public to leave. Obviously they are very welcome to stay if they wish. The Chairman explained the background and confirmed that although the Parish Council had undertaken a full consultation exercise over the last month, the decision made tonight would only be the Parish Council’s view of the parking restrictions and the County Council would be obliged, once they have finalised the proposals, to formally advertise the order. Members of the public will then have a formal opportunity to object/comment. After this evening, the matter will be out of the Parish Council’s hands. Mr Hayter went on to explain that each Councillor had been issued with a copy of each letter received, together with a summary of the areas in question and the relevant comments. Mr Lander stated that he had not received these papers. The Clerk confirmed that they had been delivered personally to each letterbox. Each area was taken individually taking into account the

Unrestricted parking from the Holt to Unrestricted parking from Askew House to start of Melville Middle of Melville on north side of Street This amendment was following meeting in January – to try and alleviate access to driveways on south side of StreetA letter from one
property in support received, and 6 letters from three properties against
received. In addition, Mr Quinn/Ms
Bown, 1 Wisteria Cottages stated that they had written in support of the parking
in this area to the County Council but had omitted to send a copy to the Parish
Council. All points of view were heard and it was confirmed that
a petition against the parking had not been received at the office.
The Chairman agreed that parking on the pavement should not occur and
that this was a matter for the police.
He also stated that until the regulations were approved, parking wardens
could not enforce “no parking” on double yellow lines. Majority of
Councillors agreed to parking remaining at this location (JM against, KL
abstained). [Mr Whatmore joined the meeting at this point] Yellow lines from Melville to start of Same Grasmere One letter had been received objecting and including
photos of problems accessing driveways
and would prefer to see yellow lines extended to Monks Rest as
they were originally. Council were
reminded that they supported this view in the last round of consultation -
majority of Councillors agreed with this view. proposals and would prefer unrestricted parking right down to zig zags, using
white lines in front of driveways instead - majority of Councillors agreed
with this view and stick with the original proposal Unrestricted parking from pedestrian Same Crossing to end of George Hotel on North side of Street One letter had been received suggesting limited time
parking as this would help the shops.
However, concern was expressed about residents being able to park,
particularly overnight. The
majority of Councillors agreed to the proposal but with the possibility of
limited time parking from Charmouth Stores to Devonedge Lane between 9am and 5pm
The same letter raised the issue of advertisement of
Lower Sea Lane car park and felt this
should be more prominent.
This was endorced by Ms Bown who felt that advertisement at the top of
the village would be helpful to. Yellow lines from Lower Sea Lane on Yellow lines from Lower Sea Lane to original bus stop on South side to the Lilacs then moved bus corner of Bridge Road Stop from corner of Bridge Road, Followed by yellow lines right to corner Of Bridge Road It was pointed out that it had been resolved by Council in
December 2007 to support move of bus stop from corner of Bridge Road 20m west to
outside Mill View, therefore this decision cannot be discussed further.
The original proposal to remain supported. One letter had been received from 2 Georges Close
who would like to see stretch of road between Bridge Road and Georges
Close on south side of Street as “for residents only” Parking. Yellow lines from George Hotel to bus Yellow lines from George Hotel to 1 Firlands and then Stop opp Bridge Road on north side of unrestricted parking to junction of Manor Farm Holiday Cotts Street No comments - majority of Councillors agreed to revised proposal and felt
this would help with parking for the cottages opposite.
One letter had been received from Mulberry Lodge
suggesting moving middle lines where unrestricted parking to provide a more even
split of remaining road - majority of Councillors agreed with this view. It was, therefore, proposed by Mr Hayter, seconded by Mr Wyatt and
RESOLVED that the views agreed with above should form the Council’s
final decision on the proposed parking regulations and these should be forwarded
to Dorset County Council. [12 members of the public left the meeting at this point.]
