MINUTES OF A MEETING OF CHARMOUTH PARISH COUNCILHELD AT THE ELMS ON TUESDAY 18 DECEMBER 2007
PRESENT: Mrs J Bremner Mrs H Cleden Mr M Hayter (Chairman) Mr M Hendrick Mr K Lander Mrs J Morrow Mr M Osborne Mr J Prosser Mr M Whatmore Mr R Wyatt 3 members of the public 188/07 APOLOGIES Apologies were received from Mr D Newson. 189/07 DECLARATION OF INTEREST The Chairman reminded the Council of the need for individuals to declare an interest on either of the two types of interest as set out below: (a) In items on the agenda. (b) Of gifts greater than £25 in value – there were no declarations of gifts greater than £25 in value. 190/07 MINUTES OF THE MEETING HELD ON 20 NOVEMBER 2007 It was proposed by Mr Prosser, seconded by Mr Hendrick and RESOLVED that the minutes of the meeting held on 20 November 2007 be approved as a true record and signed by the Chairman. 191/07 MATTERS ARISING FROM THE MINUTES 1. Re: 186/07 4. – It was confirmed that the foreshore toilets would be open for the Christmas Day swim. 192/07 FORESHORE COMMITTEE (Meeting held on 4 December 2007) 1. Mr Hendrick confirmed that a meeting had been arranged with Steve Woollard of WDDC to discuss various issues including the lifeguard situation. 2. Committee members had been asked to look at the Defra website regarding bathing water directive. 3. It was confirmed that a letter had been sent to DCC regarding the re-opening of the footpath along the river from Evans Cliff to Stonebarrow Lane. As yet no response had been received. 4. Mrs Morrow read a report from Ros Love of the Coast Path Team regarding the coast path from Charmouth to Lyme Regis. 1/7 872 193/07 PLAYING FIELD AND CEMETERY COMMITTEE (Meeting held on 4 December 2007) 1. Mr Lander updated the Council by reading a reply from the Big Lottery fund confirming that the multi play scheme does qualify for funding and a full application can now be submitted. The Chairman thanked Mr Lander for his continued hard work on this issue. 194/07 PLANNING ISSUES The following applications had been received: 1. Application No. 1/D/07/002103 Half Acre, Lower Sea Lane Proposed double garage – No objections. 2. Application No. 1/D/07/002104 Half Acre, Lower Sea Lane Approval of reserved matters for outline permission 1/W/06/002286 – erect single storey dwelling – The Parish Council is disappointed that most of the remaining green areas in the village are being made into hard surfaces and feel that in line with Government initiatives to use “softer” materials, rather than tarmac and brickettes, the hard standing should be a permeable material, such as gravel. There is already a problem of surface water “run off” in the Higher/Lower Sea Lane area and this should not be exacerbated. 3. Application No. 1/D/07/002115 Gulls Flight, Charberry Rise Demolish existing conservatory, erect extension and carry out alterations – No objections. 4. Application to reduce 1 No Silver Birch tree by 25% at 11 Kidmore Close, Charmouth – No objections. The following were all noted: 5. Refusal of Planning Permission – Application No. 1/D/07/001221 Berwick Cottage, The Street – Erect dormer window on north elevation 6. Approval of Planning Permission – Application No. 1/D/07/001846 Wood Farm Caravan Park, Axminster Road – Erect extension to swimming pool and convert existing changing rooms into spa treatment rooms 7. Application No. 1/D/07/001823 Listed Building Consent Albury House, The Street Carry out internal and external alterations to roof (amended plan) 8. Application No. 1/D/07/001645 Listed Building Consent The Abbots House, The Street Demolish conservatory and extension, erect single storey extension. Form pitched roof over first floor projection. Make internal and external alternations to include the erection of two flues on the rear elevation, the removal of defective chimney and erect of post and chain railings to road frontage. Wages expenditure for November amounting to £3614.95 was noted. 2. Following circulation of the monthly spreadsheets for November, it was proposed by Mrs Morrow, seconded by Mr Wyatt and RESOLVED that the November 2007 accounts be accepted. 3. Mr Prosser highlighted the expenditure of £430 on playing field water and explained that this was a lot higher than last year. The meters had all been checked and there was no leak. However, during the summer the stop cock had not been working and the urinals at the pavilion had been running. This had now been turned off and the situation is being monitored. In this regard, it was proposed by Mr Prosser, seconded by Mrs Cleden and 3/7 874 RESOLVED that the Bowls and Football Clubs be charged for similar amounts of water to last year and that a plumber be consulted in the New Year to see if a device could be fitted to prevent the problem occurring. 198/07 REPORTS FROM NOMINATED REPRESENATIVES OF ORGANISATIONS 1. Mr Hendrick reported that he had attended a DAPTC Western Area Meeting where Dr Evans of WDDC had attended as a speaker. He had spoken about exception sites and it was apparent that many parishes had experienced very similar problems. He had also reported that many Councils do not send very helpful planning comments. 2. Mr Hendrick had also attend the Retirement Party for David Webb of the DAPTC. 3. Mr Prosser had attended the St Andrews Community Hall Committee Meeting and this continued to be well used. New lighting had been installed and the roof would be undertaken next. 199/07 WEST DORSET DISTRICT COUNCIL ISSUES There were no issues as Mr Newson was not in attendance. 200/07 DORSET COUNTY COUNCIL ISSUES There were no issues as Col Brierley was not in attendance. 201/07 CORRESPONDENCE AND COMMUNICATIONS 1. A letter has been received from the Pavey Group regarding the offer of a 5ft anchor for the village. A donation to a Cancer Charity is required – this was read to Council who were very keen on the idea. This would be dealt with at the next Foreshore Committee in January. 2. A letter has been received from SWH-BBIS regarding the brown tourist information signs. They are responsible for day to day maintenance but not renewal once the signs are at the end of their life. Therefore they are not able to contribute towards their renewal but will remove them. It was proposed by Mr Whatmore, seconded by Mr Prosser and RESOLVED that SWH-BBIS be asked not to remove the signs at present but to provide a quote for replacing them as there are figures included in both the current year and next year’s budgets. 3. A letter has been received from Mark Williams of First buses regarding the on-street parking. Following this a meeting was held between DCC, First and CPC (Mallory Hayter). Consequently First and DCC have been invited to attend the January Council meeting to put their proposals for reinstating the yellow lines as they were originally. 4. Following the above meeting and a letter from a Newlands visitor, approval is sought from DCC to amend some of the bus stops. The proposals were read to Council and it was proposed by Mr Hayter, seconded by Mr Hendrick and RESOLVED that the dropped kerbs be raised at the main bus stops outside the Elms, that the Bridge Road bus stop be moved 20m west to outside 4/5 Millview and that in principle hard standing etc be provided opposite Newlands Holiday Park (however more information was required on the exact location, although this was not actually in Charmouth parish). 4/7 875 5. Following the heavy rain last week, flooding of sewerage occurred again at Riverway/Seadown. A further letter has been sent from CPC to Wessex Water. A reply has since been received from WDDC Environmental Health, which was read to Council. 6. An invitation has been received from Bridport Local Area Partnership to attend a Digital UK West Dorset Digital Switchover Conference on 11 January 2008 at Kingston Mauward. This is to ensure that the isolated, elderly and disabled are not overlooked in the switchover. Mr Lander to attend. 7. An e-mail has been received from Dorset Broadcasting Action Group (DorBAG) seeking support to save the planned, but recently cancelled “BBC Radio Dorset” station. The Council are supportive of this proposal. 8. An e-mail has been received from DAPTC re West Dorset Transport Study – Town and Parish Council Involvement. As Public Transport rep, Keith Lander to represent the Council. 9. A letter has been received from Dorset Wildlife Trust seeking permission to have a display at the car park. To be passed to the Foreshore Committee in January. 10. A reminder has been received from DCC Library Service that the public consultation period about library opening hours ended on 8 December and to encourage people to comment in the last few days. This was forwarded to Mike Whatmore. 11. The agenda for the DAPTC Western Area Committee was received and passed to Mr Hendrick and Mrs Morrow (apologies sent). 12. Notice has been received from WDDC regarding the new charges for St Andrews Car Park from April 2008. 13. Issue 29 of Access Newsletter has been received from Defra and is available to read. 14. E-Newsletter has been received from Dorset Coast Forum and is available to read. 15. Entry Forms have been received for Dorset Village of the Year Competition 2008 have been received and passed to Jane Morrow. 16. Information has been received regarding Dorset Pride of Place Award 2008 and has been passed to Jane Morrow. 17. Register of Electors from 1 December 2007 has been received. 18. Annual Review of Achievements 2006-2007 has been received from Dorset Area of Outstanding Natural Beauty and is available to read. 19. DAPTC Newsletter for November 2007 has been received and circulated to all Councillors. 20. WDDC Community Link for Autumn/Winter 2007 has been received and is available to read. 21. DCA Community News for Autumn/Winter 2007 has been received and is available to read. 22. Napoli update received and available to read. 5/7 876 202/07 EXCHANGE OF INFORMATION 1. The Chairman reminded Councillors that the January meetings had been put back due to the Bank Holiday. A memo had been circulated with the papers and notices displayed. 2. Mr Whatmore reported that the DoE Flood Warden presentation due to take place on 5 December, had not happened as they did not turn up. This is being rearranged. 3. Mrs Bremner expressed her concern that the Charmouth bypass was becoming increasingly dangerous due to vehicles thinking that they can overtake, three abreast. She had encountered several near misses. 4. Mr Lander stated that there seemed to be a lot of transport surveys lately and Charmouth appears to be fairly well served both by amenities and by the bus service 5. Mrs Morrow asked if anything had been heard from South Somerset Homes regarding the affordable housing. It was confirmed that nothing had been heard. 6. Mr Wyatt asked if anything had been heard from the Surveyor regarding the west gable end wall of the factory. Mr Lander confirmed that the report was expected by the end of the week. 7. Mr Hayter confirmed that the Solicitors were being chased up regarding the purchase of the land adjacent to the cemetery. 8. Mr Hayter expressed his disappointment at the lack of Christmas trees on the businesses in the village following the Council’s contribution a few years ago to get the initiative started. Mr Whatmore reported that he was aware that Mr and Mrs Noel were trying to arrange something as they had been let down by the usual supplier. The meeting was opened to members of the public: 9. Mrs Smith congratulated the Council on their Christmas tree and commented how beautiful the butcher’s window display was. Mrs Smith also commented that the bus only stops very briefly at the Bridge Road stop in her experience. 10. The Chairman introduced Mrs Pam Swanston to the Council. She is to commence employment as the new Office Assistant on 8 January 2008. The public left and it was proposed by Mr Prosser, seconded by Mr Hendrick and RESOLVED that the Council go “in Committee”. 203/07 IN COMMITTEE
